A parent ordering a Japanese phone-number SIM for a child is not the same as a child applying with parental consent. Mobal and Sakura Mobile’s monthly voice service describe different arrangements. Decide who will hold the account and receive the SIM or eSIM credentials before paying, especially when a teenager travels without a parent.

Official sources checked October 25, 2026. This guide compares published provider procedures, not every Japanese SIM or a firsthand application test. Sakura’s rules below concern its monthly voice service. Its Travel Voice+Data product needs a separate eligibility check.

First ask whether the child needs a Japanese number

For maps, messaging and app-based family calls, a suitable data-only connection may be enough. App calls over data are different from conventional calls or SMS to a Japanese number. Check what the school, host or reservation actually requires instead of buying voice service merely because the phone supports eSIM.

This page addresses voice-capable SIMs and eSIMs. It does not establish age or ordering rules for every data-only plan. If nobody needs a Japanese number, start with our eSIM versus shared Pocket WiFi guide.

Who applies, consents and receives?

The distinction is account ownership, not whether the child can scan a QR code.

Mobal: the adult orders and receives

The under-18 FAQ on Mobal’s official eSIM page permits a parent or guardian aged 18 or older to order in their own name. It requires that orderer to receive the product with matching ID and retain account and payment responsibility.

These are ordering and account rules, not a blanket statement that minors cannot use voice service. Do not substitute the child’s name at pickup for an adult’s order or assume a chaperone can collect it. Choose a receipt arrangement the named adult can complete; confirm any uncertain delivery or collection scenario before purchase.

Sakura’s monthly voice page explicitly advertises signup for under-18s. Its minor-applicant FAQ instructs the applicant to select the under-18 checkbox. A consent-form link is then sent to the parent’s or guardian’s email for them to complete.

The FAQ distinguishes that parental email from the contract: the registered name and email are the minor’s own. Keep that inbox accessible for bills and service notices. This differs from treating the parent as the account holder.

The monthly application procedure separates passport-only airport/office pickup from the receiving routes available with accepted documents showing a registered Japanese address. Even an eSIM can require physical attendance for identification. The general procedure does not guarantee that a particular unaccompanied minor will qualify or complete pickup alone.

Do not transfer this monthly consent process to Sakura Travel Voice+Data, or infer that a short visit automatically qualifies for a monthly application. Ask about the exact product, age, documents and receiving method together.

If a parent travels with the child

Before ordering, write down:

  • The exact voice product and each user’s age on the application date.
  • Who will order, hold the account, pay, receive credentials and use the line.
  • Which person’s name appears on the application and which original ID they must bring.
  • Whether the named recipient can attend the selected counter during its actual opening hours.
  • Whether consent is complete and the required email accounts are accessible.

Being in the same family does not make names interchangeable. Keep the provider’s written instructions with the booking confirmation, and check how long setup can take before relying on the line for an arrival-day call.

If the teenager travels without a parent

A school escort or host family is not automatically an accepted substitute recipient. Ask the provider whether the proposed arrangement works before ordering. Explain the student’s age, who is travelling, whose documents are available, and whether the plan involves delivery before departure or pickup in Japan.

For a monthly application, obtain confirmation of the minor’s document and attendance requirements as well as the parental-consent process. A completed consent form alone is not evidence that every receiving condition has been met. Arrange a separate arrival communication plan while eligibility or activation is unresolved.

We have not confirmed family discounts, maximum lines per adult or passport, or reduced identity checks for siblings. Do not multiply a single-person example into a family order without checking each line’s requirements.

Then compare the suitable products

Once the account and receiving arrangement is feasible, use our Mobal versus Sakura Mobile comparison to compare product types, billing and activation steps. That comparison does not replace the minor-specific checks above. Save the provider’s confirmation for your exact circumstances before committing to the purchase.
